The happy marriage between coal and waste!!!

In Venice, energy recovery from waste is a virtue. For the wallet and the environment. Thanks to CDR, which is burned in the center of Enel Fusina in place of imported coal It was inaugurated in late March in Porto Marghera (Venezia), the new production line which will burn coal in Central Enel Fusina of 70,000 tonnes per year of CDR (fuel derived from waste). While in Italy the production of a thermo - a facility that is specifically designed and built for the burning of waste - it creates a great deal of opposition, in Venice the waste produced and energy is burned in a normal coal-fired power, perfectly environmentalisation, without protest from of citizens. How was this possible? We asked all'assessore Environmental policies in the province of Venice, Ezio Da Villa. "I am the Alderman environmental policies since 1998 - says De Villa - and immediately I had to deal with waste that an emergency was likely, then, to be similar to that known from Naples in recent years. The collection was in its lowest terms, and there was no facility to treat waste. In practice, waste disposal in landfills. The problem arose in a particular way for municipalities in the central province, the most urbanized, which includes Venice and Mestre, who did not know where to physically carry the waste. Also the only landfills were located in common (Chioggia, Jesolo, Portogruaro) a strong tourist vocation, then, despite the good will, were not able to receive waste Venetian peak attendance. Thus, in a short time in 1999, we launched the Provincial Plan of waste management, generating a virtuous path imply that the European directives without creating any tension between different options. So: first of all reduce the amount of waste, second retrieval in the form of matter reusable third recover energy. The squaring of the circle. And as you have done? "We have implemented a series of policies focusing on communication, targeted to both the large retail and small business, as the involvement of citizens, with specific campaigns on the collection. At the same time we started a process of industrial integration, leaving it to individuals, the scope of treatment and recovery of the fractions resulting from the collection and instead directing the public towards the creation of facilities for the processing of dry recyclable fuel derived from waste, the so-called CDR. For his disposal but we have not thought of a new incinerator, and because we had just authorized a 50,000 tonnes, is because in the province of Venice - and in particular in Marghera - were already about 1500 emission points (chimneys, large chimneys etc.). Proposing to add a new incinerator would have risked a social revolt. So we have addressed the co-firing in existing plants, a possibility also provided by the Ronchi Decree. It is well established cooperation with Enel, which has in service Fusina power plant where coal has been recently invested substantial resources to the gas treatment and thus to reduce the environmental impact of energy production. " About recovery, which are now differentiated values achieved in the province of Venice? "In most of the 44 municipalities in the province of" door to door "allows us to recover to varying degrees from 70 to 80% of urban waste. We are lower only in municipalities with a high value tourism, such as Venice, Jesolo, Caorle, Chioggia, and San Michele al Tagliamento. These are areas which receive more than 33 million tourists a year and where it is not easy to arrive at the same level of differentiation. But even here we are pushing a lot and we are getting results. As provincial average, however, we are at over 43% of municipal waste collected in different ways: glass, plastic, aluminum, organic fraction is composted for reuse in agriculture and so on. Throughout the remainder is sent to plants for the manufacture of the CDR, which, after further recovery and biostabilizzazione, only about 5% of incoming waste is disposed of in landfills. This is a minimum, to the point that, while other landfills are expanded or open new ones, we're closing for the lack of waste to be injected. Of the four currently open landfills in the province, they remain a short one. " In detail how the new line of CDR's disposal at the plant of Fusina? "The solution Fusina was developed following an agreement program that first of all made all the necessary experiments involving the Local Health Authority, the Ministry of Environment and Agenzia Regionale per la Protezione dell'Ambiente (ARPAV ). We analyzed the operation of coal-fired power "blank" (ie, using only fuel project, coal) and then with the use of CDR different potentials, or with different quantities and different types of CDR. Please know that we are sending a CDR Fusina is not a CDR whatever. Is produced by processes and cutting-edge facilities that are now visiting technicians from around the world. The rejection of origin, for example, before being selected by mechanical means, is bio-stablizzato. That is, the refusal is made for a week in special bio-cells, with automatic monitoring of key parameters, that the sanitation and dehydrate product, making it the organic substance is not intercepted by the collection, very rich in carbon, good to burn. In the selection phase, then removes the inert metal and all that is not suitable for the treatment of energy. In this way, in addition to removing the major pollutants, the CDR took the excellent thermal characteristics, with a calorific value of 4,000 kcal / kg (superiorea that of well-seasoned wood, ndr). The CDR is therefore a product of good quality that Enel burns not for us a favor, but by buying and pagandolo. Also because he joined the circuit virtuoso of green certificates, being a local and renewable fuel that is used for a share of coal, that is a fossil fuel, renewable and non-import. No technical problem? "Of course that is because the plants are designed for a specific fuel and there are some specific technical parameters to be respected. But we have tackled and solved. A first problem, for example, concerns the fact that coal is injected into the boiler to a size of few tens of microns (thousandths of a millimeter), while the CDR is in the order of a few centimeters. To avoid this difference can create problems, the CDR is first BRIQUETTE or worked in machinery that deplete a small cylinder. Subsequently, these cylinders are ground systems with specially designed (and patented) to obtain a material of similar size to those of coal. Obviously, then, we have set ourselves the problem of emission control, planning and analysis systems for continuous sampling in all key parameters and meta pollutants such as dioxins. In short, was a major engineering work and environmental engineering who, after many months of activity under the control of public thirds (ASL and ARPAV), we can say that not only the use of the CDR is not pejorative to the operation of coal-fired power, but in some cases is even better. On the other hand, even the burning of CDR is better in some ways central to that in thermal coal, for example for reducing dioxins. In conclusion, all the data we have analyzed for months and years have shown that use of the CDR in central Fusina works both in terms of energy, as from that of disposing of waste. No contested local problem? Any type of NIMBY attitude with which you are owed compare? "No, because we realized this virtuous cycle involving immediate and ongoing population at each stage of planning and work. So there was no protest ' by Valter Cirillo (April 2009).
